Old-school approaches involved expensive, months-long projects that entailedanalysis and design of proprietary systems to accomplish the same thingthat COTS software is now far more extensively being used to do. This article is informative because it points up the enduring trend ofresolving organizational workflow problems by implementing the appropriatesoftware. In this article, Woehr(2 6) describes the problems that Blue Shield was experiencing prior topurchasing Enterprise 8.9, including "antiquated and disparate HR systems"that prevented the company from "enforcing workflow and documentationpolicies." Because the existing HR systems were not integrated and HR wasprocessing personnel information changes on hard-copy forms with carboncopies, Blue Shield's HR system was inefficient and slow, encumbered by"lost forms, illegible documentation and departmentwide confusion" (Woehr,2 6). Blue Shield plans toimplement more of Enterprise 8.9's modules within a three-year period(Woehr, 2 6). Inaddition, cycle times decreased "in some instances, from two weeks to justseconds" and Blue Shield estimates its cost savings in labor and paper toreach almost $1 million by 2 8 (Woehr, 2 6). My impression of both of these articlesis that they are a harbinger of more things to come; software houses willwork harder to capture each other's customers by making it easy for them toport to customers' existing software, and COTS software will become moreadaptable and permit companies to adjust more quickly to the demands ofglobalization. Although presumably, any organization can analyze its workflowsand develop better ones based on its analysis, this rarely happens.Instead, most companies purchase commercial-off-the-shelf software, orCOTS, instead, expecting it to resolve their workflow problems without allof the time-consuming analysis and redesign that they would have to do ifthey were going to design their own in-house solution. What makes BlueShield's implementation of Enterprise 8.9 an emerging trend is not that itsolved Blue Shield's workflow problem by streamlining its workflows butthat it took the place of internal efforts to resolve the problems. SAP touts the new offering as "a safepassage away from the uncertainties arising out of the acquisition of[PeopleSoft and JD Edwards] by Oracle Corporation and a clear road map toassist these companies in evolving to the next generation of businesssoftware" ("SAP's Woos PeopleSoft, JDE Customers with a Flexible Roadmap,"2 5). The article demonstrates that in this globalized software environment,software houses are working harder to "steal" each other's customers bymaking their software either compatible with or portable to that of theircompetitors. Blue Shield needed a centralized HR system that was plug-and-playso that they could get it up and running quickly. Theunderlying impetus for this shift is that globalization demands fasterturnaround in organizational adaptations to change its efforts tostreamline; otherwise, companies can easily be passed up by competitors whocan make the improvements faster.
