The environment thatCaptain Frebe created was one of suspicion and doubt in which line officersclearly felt that their ability to perform was being questioned. Perhaps the most effective way ofmotivating officers is to provide them with a sense of being criticalelements in an overall organizational effort to improve productivity andachieve the organization's mission and goals.
